It was made to allow developers to test their codes directly on stock saturn. The 2 other discs are 2 Developer Technical Support (DTS) Discs.

The Gals Panic games are Japanese eroge, variants of the classic puzzle game Qix. The Saturn version is the only Qix-like that has been made for this console. The game is fun to play and not too hard. So if you like the genre, go buy it.
